Views of any file as a picture

I raved versatility. If anyone remembers such program: pv.exe. It was German maybe, well, and the DOS of course. It looked all as a picture. All means everything.
Modest analogue under Win32. Specify width, BPP, and the offset. Then (better then, but not before) open file. Such resources of some games I looked :) (GTA, Master of Orion 2) (for this and wrote).
